Two arched towers rise from the water with a city behind them. Structurally they are closer to bridges than to buildings.

The arches come down into the water. The AI knows that the harder the work, the more artistic it is. It has learned this from us, and aims for an ever more thrilling finish. It gives no thought to the workers who will suffer while it is being built.
The round openings lighten the shell and let the wind through. It is the same idea as the round opening of the Umeda Sky Building in Osaka, which lets in light and wind. The AI seems to have learned from real towers. It knows that people like round holes.
The two towers sway separately in wind and earthquakes. The sky bridge between them narrows in the middle as if it might tear apart. The AI knows that people love the twin-tower style, and the suspension bridge effect: the way the fear of a swaying bridge turns into attraction.
Behind the towers the whole city stands in the sea. Whether or not the prompt asked for it, by standing in water after the sea has risen, this architecture is built in defiance of nature. The AI knows there are plenty of precedents for unreasonable architecture.
